The One Block game mode is built around a single rule: one block spawns beneath the player’s feet, and the player must be able to stand on it. Every block that can appear in One Block has to be a full, solid block that provides a stable surface. Fences are built differently. They are partial-height structures with posts and gaps, designed for decoration and boundaries, not for standing on.
Think of it this way: when you step on a fence in regular Minecraft, you don’t stand on top of it the same way you stand on a dirt block. The collision shape of a fence is irregular and incomplete. For the One Block mechanic to work properly, the spawned block needs to be a full cube that the player can safely stand on without falling through or clipping into. Fences fail that test entirely.
